Proposing Ideas to become RFPs:
MoDOT's Research Section seeks research ideas and needs from both within and outside of MoDOT.  These are evaluated and plans are made as to what projects will be pursued.

RFP Documents:
After selecting projects for contract research, Research posts an RFP for each.  Time is allowed to ask questions, and Research posts both questions and answers.


Parts of MoDOT's Research RFPs are always the same, and parts change with every project.  To help make this clear, two documents have been developed.  One is a new document for each RFP, and the other is the same document for all RFPs. 

The needs for any one proposal, including required forms, are found by combining both the specific and standard document.  (Proposed work plans are required in proposals.  Budgets for engineering services are not to be included in proposals, other than agreeing to the overall limit for the project.)

Those making proposals also need to be aware of the standard contracts (next section) so contracting can proceed in a timely manner.

Contracting Documents:

If applicable, an organization should refer to its Basic Agreement with the MHTC. In other cases, an Memo of Understanding or Task Order may apply.  

Contracting Documents:
After reviewing the proposals, Research decides how to proceed.   Usually, one proposal is selected.  If needed, interviews are conducted to finalize selections.  It is possible that Research will decide not to go ahead with any of the proposals.

All applicants will be contacted about Research's decision.  Typically, a selected applicant will be asked to provide more information, required documents, and to finalize a contractual agreement of one type or another, including a final work pan and budget details as appendices. 


If MoDOT and the selected applicant are unable to agree on a contract, Research may choose to contact another applicant.

Reporting Documents:

Deliverables change with each project, although almost every project will require one or more reports.  These are intended to be published on-line and shared with other agencies.  As such there is a standard documentation form required and formatting suggestions. 


High quality writing and formatting are expected, in order to promote better communication of results, enable easier implementation, and promote the value of research.

NEW!! As a Principal Investigator, it is your responsibility to comply with U.S. DOT Public Access Plan requirements. As the funding agency for contracted research projects, we will support your efforts with information and general guidance (if needed).
