Question 1:
Section (2), Paragraph (A) 1b describes a survey. Later in Section (2), Paragraph (A) 2b it mentions a survey of enforcement participants. Is it one survey that includes the public and some sample of professionals involved in enforcement such as MSHP and local police or is it two separate surveys?
Answer:
MoDOT anticipates two surveys, one to address the public and one to a address the law enforcement perspectives.
Question 2:
Can you define who should be included as enforcement participants?
Answer:
The enforcement professionals could be defined as any member of the law enforcement community that is responsible for the safety and enforcement of the state traffic laws. We anticipate two surveys
Question 3:
On page 9, section 2,(A),(2)(d), it mentions four different stages of studies (Pre, 1-month post, 3 months post, and final) for the research objectives so does this mean 4 waves of the survey, and does this mean 4 waves of one survey or four waves of two surveys (one public and one of enforcement participants)?
Answer:
Section (2), Paragraph (A) 2d is intended to be four waves of a single public survey in addition to a single survey of law enforcement professionals.
Question 4:
What is the approximate fee for Evaluation of Variable Speed Limits on I-270?
Answer:
At this time, all proposal selections are qualification and not fee based. However, Section (2) Paragraph (4) of each proposal provides an approximate budget. For this particular project, the budget shall not exceed $175,000 for a two-year period.
Question 5:
Are all study sections covered by the Gateway Guide detection system sensors?
Answer:
MoDOT’s Gateway Guide sensors cover all sections, in this study.
Question 6:
What is the detector spacing for both volume and speed?
Answer:
The sensors are typically spaced 1 - 1.5 miles apart.
Question 7:
Can we (potential Offeror) get a sample of the sensor data?
Answer:
The traffic and incident data from Traffic.com is available only to MoDOT partners. The successful Offeror, upon selection, will be provided with all relevant and appropriate data.
Question 8:
Will before/after data on incidents, weather, work zones and special events be available? If available in electronic format can we get a sample?
Answer:
Data on incidents and special events will be made available to the successful Offeror via the Advanced Transportation Management System software or obtained from the MoDOT stakeholder website provided by Traffic.com, a partner of MoDOT. Work zone data will also be available to the successful Offeror from a MoDOT database. However, weather data is not available.
