The Northwest Bridge Bundle will replace or rehabilitate 31 poor condition bridges in north central Missouri and bring them up to current standards. The majority of these bridges are on low-volume roads with less than 400 vehicles per day, though some carry a much higher traffic load. These bridges connect and serve the communities and citizens of rural northern Missouri. On average, these bridges have been in place for 71 years, with one bridge in Sullivan County reaching the 100-year mark in 2022.
Project Goals:
- Safely deliver the project within the program budget of $30 million on or before December 31, 2026.
- Use innovation and practical design to maximize the number of locations to be addressed.
- Provide quality, low maintenance structures and roadway approaches.
- Minimize the traveling public’s inconvenience through diligent construction efforts, flexibility in scheduling, and proactive communication.
Project Timeline
Four open house public meetings were held in March. A public comment period was available through April 11, 2023.

Spring 2023
Firms interested in receiving Northwest Bridge Bundle information sent a letter of interest to MoDOT by May 15, 2023.
The virtual industry meeting was held on May 23, 2023, at 10 a.m.
The RFQ process was concluded in June of 2023.
MoDOT's Northwest Bridge Bundle team have evaluated the SOQs and selected teams to compete for the Design-Build project:
- ESS Team: Emery Sapp & Sons, Inc. and Bartlett & West, Inc.
- Capital – Horner & Shifrin: Capital Paving and Construction, LLC and Horner & Shifrin, Inc.
The Request for Proposals will was released on July 17, 2023, and will be due in the Fall of 2023.
The Missouri Highways and Transportation Commission approved the recommendation for the Capital-Horner & Shifrin team on Wednesday, Dec. 6. Their design-build team had the highest scoring proposal which will replace 31 of the proposed 34 bridges.
The bridges not included in the proposal are the Linn County U.S. Route 36 bridges over Big Turkey Creek and Big Turkey Creek Overflow and the Livingston County Route DD Bridge over Shoal Creek Drainage Ditch.
A meet and greet event for Disadvantaged Businesses Enterprises (DBE) was held on Jan. 11, 2024.
