Why is MoDOT undertaking this project?
COMPLETE
Due to deteriorating conditions, a project is planned to replace the decks of the following four Northwest Missouri bridges in 2022. The project will bring the bridge decks up to current standards and improve the driving surface.
Daviess County Route Z Sampson Creek Bridge - Open
Harrison County Route A Interstate 35 Bridge - Open
Mercer County Route D Sandy Creek Bridge - Open
Putnam County Route YY Sandy Creek Bridge - Open
Proposed Project Timeline
The Missouri Department of Transportation is designing a project which would replace the decks of the following bridges:
- Daviess County Route Z Sampson Creek Bridge - Open
- Harrison County Route A Interstate 35 Bridge - Open
- Mercer County Route D Sandy Creek Bridge - Open
- Putnam County Route YY Sandy Creek Bridge - scheduled for Aug. 1 through September 2022
The project was part of the November 2021 letting. At that time contractors submitted competitive bids for the project.
The Missouri Highways and Transportation Commission reviewed all bids submitted for the project and awarded the project contract to Emery Sapp & Sons, Inc. at their December 2021 meeting.
By contract, January 31, 2022 is the earliest the contractor may begin construction (the Notice to Proceed date).
As of 4/5/2022, the contractor's planned schedule of work is as follows:
- Daviess County Route Z over Sampson Creek just west of Pattonsburg - April 18 through mid-June, 2022
- Harrison County Route A over Interstate 35 - May 16 through September 2022
- Mercer County Route D over Sandy Creek south of U.S. Route 136 - June 6 through July 2022
- Putnam County Route YY over Sandy Creek - Aug. 1 through September 2022
As of 4/5/2022, the contractor's planned schedule of work is as follows:
- Daviess County Route Z over Sampson Creek just west of Pattonsburg - April 18 through mid-June, 2022
- Harrison County Route A over Interstate 35 - May 16 through September 2022
- Mercer County Route D over Sandy Creek south of U.S. Route 136 - June 6 through July 2022
- Putnam County Route YY over Sandy Creek - Aug. 1 through September 2022
Daviess County Route Z
The bridge on Daviess County Route Z over Sampson Creek is scheduled for a deck replacement project. During its most recent inspection, the 60-year-old bridge's deck was given a rating of 4 (poor condition). This project will replace the deck, bringing it up to current standards, improving the driving surface and will eliminate the current posting restricting the speed of trucks over 21 tons.

Harrison County Route A
The bridge on Harrison County Route A over I-35 is scheduled for a deck replacement project. During its most recent inspection, the 29-year-old bridge's deck was given a rating of 4 (poor condition). This project will replace the deck, bringing it up to current standards and improving the driving surface.

During its most recent inspection, the 27-year-old bridge's deck was given a rating of 4 (poor condition). This project will replace the deck, bringing it up to current standards, improving the driving surface and will eliminate the current posting restricting the speed of trucks over 18 tons.

The bridge on Putnam County Route YY over Sandy Creek is scheduled for a deck replacement project. During its most recent inspection, the 27-year-old bridge's deck was given a rating of 5 (fair condition). This project will replace the deck, bringing it up to current standards, improving the driving surface and will eliminate the current posting restricting the speed of trucks over 19 tons.

Will MoDOT close the road during construction?
Yes, all of the routes will close at the bridge during construction.
What is the planned detour?
There are no planned, signed detours. Motorists will need to seek an alternate route during the closures.
Why not build a bypass?
Based on the cost/benefit ratio, building bypasses would not be a prudent use of taxpayer funds. Bypasses also could have negative impacts and disruption to private property.
Will MoDOT need to acquire any right of way?
No, MoDOT did not need to acquire any temporary or permanent right of way for this project.
How long will construction take?
The contractor will have 304 days to complete the construction of all four bridges per contract.
