The Overdimension, Overweight (OD/OW) program provides information about legal load limits for Missouri highways and allows motor carriers to purchase permits for transportation of loads exceeding certain weight and size requirements.

International Registration Plan

A. When do I need apportioned plates (IRP)?

You are required to have apportioned plates if you operate in two or more jurisdictions and your vehicle(s) meet one or more of the following requirements:

  • the power unit licensing weight is 26,001 lbs., or higher;
  • the power unit has more than two axles regardless of licensed weight;
  • the power unit is used in combination and the said combination is 26,001 lbs.or higher; or
  • the power unit performs commercial intrastate movements in another jurisdiction other than Missouri, regardless of licensed weight.

D. How long is an apportioned plate good?
Missouri’s apportioned plates must be renewed every year.

A license plate's renewal date depends on when the plate was issued. The registration period is listed on the cab card. There are four:

     Jan 1 – Dec 31*

     Apr 1 – Mar 31*

     July 1 – Jun 30*

     Oct 1 – Sep 30*  

          *last business day of the month

E. When do I need papers from the Secretary of State Office?
Before applying for plates under a corporation name or business name, the same name must be registered with the Missouri Secretary of State Office - http://www.sos.mo.gov/

 

F. What is acceptable as proof of ownership (title)?
We can accept a copy of the validated title receipt (DOR-108) that proves an application for title was made at the Department of Motor Vehicles or a license fee office. We can also accept a copy of the issued title.

MoDOT Motor Carrier Services will not accept a title that is signed over on the back.

 

G. When do I need to supply a copy of a lease agreement?
Any time the name on the title differs from the name of the registrant who is applying for license plate(s), a lease agreement that identifies the unit(s) involved by year, make, and vehicle identification number (VIN) must be submitted. It must bear both parties' signatures.

H. When do I need a paid Heavy Highway Vehicle Use Tax Receipt (IRS-Form 2290)?

Any time you license or renew the license of a power unit with a weight of 55,000 lbs. or more.

 

I. What is acceptable as a paid Heavy Highway Vehicle Use Tax Receipt (IRS-Form 2290)?
MoDOT accepts:

  • a copy of the “IRS-Form/2290 Schedule I” that lists all VIN’s stamped "Received" by the IRS;
  • a copy of the “IRS-Form/2290 Schedule I” that lists all VIN’s AND a copy of the front and back of the cancelled check;
  • a copy of the electronic filing (e-File) that lists all VINs and the IRS watermark; or
  • proof that the unit in question was purchased within the last 60 days.

J. What is considered a “current year” county personal property tax receipt and/or tax waiver for Missouri?

A current year tax receipt is usually one year prior to the current license year. (e.g. the 2009 license year requires a 2008 personal property tax receipt or tax waiver)

 

K. Whose Missouri county personal property tax receipt is required?

Generally, the required tax receipt is in the name of the registrant/applicant who is applies for or renews license plates. However, in some cases when the unit is leased and the owner is a Missouri resident, the tax receipt will be under the owner’s name and a copy of the owner’s Missouri county personal property tax receipt must be submitted.

 

L. What forms of payment are acceptable for an apportioned plate?

Cash, personal or company check, e-Check, cashier’s check, debit card, credit card , money order, and bank-to bank transfers are accepted. The companies that process e-Check and debit and credit card transactions charge a processing fee.

After all requirements have been satisfied, including payment for the registration, all plates and cab cards will be shipped through a commercial delivery service.

If you apply for registration in person and you have met all requirements, you may pick up your plate(s) and cab card(s) as you leave the office.

 

N. How and when do I renew my plate(s) and cab card(s)?

Missouri has permanent plates, so a new cab card is generally all that is issued during the annual renewal.

Carriers receive a renewal postcard in the mail every year. It is a reminder to renew license plate registration. MoDOT encourages carriers to use MoDOT Carrier Express (www.modot.org/mce) to file a renewal application.

Application and payment deadlines differ by two months. Penalties apply to carriers who file and/or pay for renewal after the deadline passes.

International Fuel Tax Agreement

A.When do I need an International Fuel Tax license and decal (IFTA)?

You are required to have an IFTA license if you operate in two or more jurisdictions and the power unit:

  • Has two axles and a gross vehicle weight or registered gross vehicle weight of 26,001 lbs. or higher;
  • Has three or more axles regardless of weight; or
  • Is used in combination and the said combination is 26,001 lbs. or higher.

 

B. What forms and supporting documents are required to get an IFTA license and decals?

Missouri IFTA Application, Secretary of State Corporation or Fictitious Name papers (if applicable) and proof of Missouri based license plate(s).

 

C. When do I need papers from the Secretary of State Office?

When you are applying for IFTA under a corporation name or business name you must file that name with the Missouri Secretary of State Office prior to submitting an application.

Missouri does not charge for an IFTA license or decals but the number of decals issued must reconcile with the number of trucks licensed, and will be subject to audit.

You must call the Motor Carrier Services at 573-751-6433 to request additional IFTA decals if you are adding additional qualified vehicles to your account.

 

H. How often do I file my fuel tax returns?

Carriers licensed under IFTA are required to file quarterly ( four times per year) fuel tax returns, with their base jurisdiction, showing all miles traveled, all fuel consumed, and gallons of fuel purchased tax paid in each IFTA jurisdiction operated during the quarter.

 

I. How and when do I receive my quarterly fuel tax returns?
You will receive a quarterly tax return, by U.S. Postal Service, during the last week of the current quarter. You will be required to complete and mail the return by the reporting quarter due date in order to avoid a penalty of $50.00 or 10% of the net tax liability, whichever is greater.

 

J. Do I file a quarterly fuel tax return if I didn’t run during the quarter?

Yes, you must submit a zero return even if “no” taxable fuel was used.

L. What is a tax paid purchase?

Any gallon of fuel purchased that tax was paid on at the time of purchase.

 

M. What miles are non-taxable miles?

Fuel trip permit miles are not taxable miles in any jurisdiction. Toll miles and off-highway miles are not taxable miles in some jurisdictions. Contact each jurisdiction for information on these exceptions.


N. How long do I need to retain my IFTA records?

Every licensee must maintain records to support information reported on the quarterly tax return for a period of four years from the due date of the return or the date filed, whichever is later.

O. Refunds

The licensee shall receive, on request, a cash refund of any accumulated credits. Refunds to a licensee will be made only when all tax liabilities, including audit assessments, have been satisfied to all member jurisdictions. Refunds determined to be properly due shall be paid within ninety days (90) after receipt of a request for payment from a licensee.

P. How and when do I renew my IFTA license and decals?
In late August of each year, you will receive a notice to renew your license and order necessary decals for the coming year.

 

Medical

A. Is obtaining a medical certificate mandatory for all CMV drivers in Missouri?
Missouri adopts all federal motor carrier safety regulations and in general, all CMV drivers driving in intrastate commerce must obtain medical certification from a Medical Examiner.

B. What is a waiver?  An exemption?
A waiver is temporary regulatory relief from one or more of the FMCSRs given to a person subject to the regulations, or a person who intends to engage in an activity that would be subject to the regulations.  A waiver provides the person with relief from the regulation for up to three months.  49 CFR 391.64 provides waivers to CMV drivers who were in the initial vision and insulin programs in the early 1990’s.

An exemption is a temporary regulatory relief from one or more of the FMCSRs given to a person or class of persons subject to the regulations, or who intend to engage in an activity that would make them subject to the regulation.  An exemption provides the person or class of persons with relief from the regulations for up to two years, but may be renewed.

C. What is the difference of terminology of State and Federal Programs?
MoDOT can grant a medical exemption only by issuing a Skill Performance Evaluation Certificate (SPE Certificate) to an applicant-driver, pursuant to an application filed with MoDOT Motor Carrier Services. This differs from the federal program for interstate drivers, which issues SPE Certificates only to limb-impaired/amputee drivers, but instead issues “medical exemptions” for drivers with vision impairments or insulin-treated diabetes mellitus (ITDM).  MoDOT designates its intrastate medical exemptions as SPE certificates because that term is authorized by Section 622.555 of the Missouri Revised Statutes (RSMo).

D. What exemptions are available for Missouri intrastate drivers?
MoDOT may issue SPE Certificates to applicants who do not meet certain physical qualifications prescribed by law for drivers of commercial motor vehicles, but only if those individuals meet alternate standards, which satisfy MoDOT that the driver-applicant can safely operate a commercial motor vehicle.  MoDOT can only issue SPE Certificates to applicants who are not physically qualified because of limb amputation, limb impairment, vision impairment, or insulin-treated diabetes mellitus.  If a person is not physically qualified to drive a commercial motor vehicle for any other cause or reason, MoDOT cannot issue that person a SPE Certificate.

E. How do I apply for an exemption?
Application packets for intrastate drivers are available on the web site at www.modot.org/mcs, medical program or by telephone at (866) 831-6277 #6, medical program.

Application packets for interstate drivers are available on the web site at www.fmcsa.dot.gov, medical program, forms.  The telephone number for application packets for vision or insulin dependent drivers is (703) 448-3094 and limb impaired/amputated drivers, (708) 283-3569.

F. I’m a Missouri based driver and I’m grandfathered, do I have to have a medical certificate?
Part 391, Subpart E, Title 49, Code of Federal Regulations, relating to the physical requirements of drivers shall not be applicable to drivers in intrastate commerce, provided such drivers were licensed by this state as chauffeurs to operate commercial motor vehicles on May 13, 1988. Persons who are otherwise qualified and licensed to operate a commercial motor vehicle in this state may operate such vehicle intrastate at the age of eighteen years or older, except that any person transporting hazardous material must be at least twenty-one years of age.

*Note:  A motor carrier is not required to honor the above exemption and may still require all drivers to be medically certified.  Reference Title 49, CFR 390.3(d) Additional requirements.  Nothing in Subchapter B of this chapter shall be construed to prohibit an employer from requiring and enforcing more stringent requirements relating to safety of operation and employee safety and health.

G. I just renewed my CDL and I have a K restriction.  What does that mean?
A driver obtaining or renewing a CDL license may have a “K” restriction placed on their license, which designates “Intrastate Driving Only”.  This “K” restriction applies to drivers of:  

  • Vehicles licensed for 60,000 pounds or less and are used exclusively to transport solid waste (Intrastate only);
  • Vehicles licensed for 42,000 pounds or less and the license plate has been designated for farm use by the letter F (Intrastate only), unless such vehicle is transporting hazardous materials;
  • Persons having a valid Missouri Chauffeur’s License on May 13, 1988 are not subject to the medical requirements of Part 391.41 (In intrastate commerce only);
  • Persons 18 to 20 years old.  A driver who is at least 18 years of age, but not yet 21 years of age, if otherwise qualified and licensed to operate a commercial motor vehicle transporting passengers or property, may do so, only in intrastate commerce, except hazardous materials.  (Any person transporting hazardous material must be at least 21 years old).  This subsection exempts these drivers only from the 21 year minimum age required by 49 CFR 391.11(b)(1), but not from any physical qualification required by 49 CFR 391.41.

H. How long will it take MoDOT to respond to my request for an SPE?
MoDOT will issue a final decision within 180 days of the date it receives the completed application.  However, if any required information is missing or left out, it takes longer to complete the application.

K. Who can perform a DOT physical examination?
Federal Motor Carrier Safety Regulations define Medical Examiner as a person who is licensed, certified and/or registered in accordance with applicable State laws and regulations to perform physical examinations.  The term includes but is not limited to doctors of medicine, doctors of osteopathy, physician assistants, advanced practice nurses and doctors of chiropractic.


L. Where do I go for a DOT physical examination?
Your employer may have a specific Medical Examiner preference, your family physician may conduct the DOT physical examination or there may be a local clinic in your area that conducts DOT physical examination.

 

Operating Authority

 

A. I have purchased a truck or bus. What am I required to do before I start operating?

Any person transporting property or passengers for hire (see exceptions below) within the state of Missouri is required to complete an application to register and receive authority from MoDOT Motor Carrier Services.

B. What are the exceptions mentioned above that do not require registration or authority in Missouri?

  1. School buses transporting duly enrolled students of a school, college, university or other recognized educational institution, where that transportation is approved by the governing school authorities;
  2. Taxicabs with a capacity of not more than five passengers, exclusive of the driver and not operated on a regular route or between fixed terminals;
  3. Motor vehicles while being used exclusively to transport:
    • Stocker/feeder livestock from farm to farm, or from market to farm,
    • Farm or dairy products including livestock from farm or dairy,
    • Agricultural limestone or fertilizer to farms,
    • Property from farm to farm,
    • Raw forest products from farm, or
    • Cotton, cotton seed and cottenseed hulls;
  4. Motor vehicles operated under contract with the federal government for carrying United States mail, when on a trip provided in the contract;
  5. Motor vehicles used solely in the distribution of newspapers from the publisher to subscribers or distributors;
  6. Transportation performed pursuant to a contract between the carrier and the State of Missouri or any civil subdivision thereof, where the transportation services are paid directly to the carrier by the State of Missouri or civil subdivision;
  7. Freight-carrying motor vehicles duly registered and licensed in conformity with the provision of chapter 301, RSMo, for a gross weight of six thousand pounds or less;
  8. Transportation wholly within a municipality or commercial zone. The commercial zone exemption does not apply to the transportation of passengers to, from, or between points in the City of St. Louis, St. Louis County or Jackson County. The commercial zone exemption does not apply to the transportation of commodities in bulk (including liquids) in tank or hopper type vehicles;
  9. Motor vehicles whose operations in the State of Missouri are interstate in character and are exclusively within a municipality and its commercial zone;
  10. Tow trucks or wreckers designed and exclusively used in the business of towing or otherwise rendering assistance to abandoned, disabled or wrecked vehicles;

A group of employees commuting to work if the vehicle is driven by a member of the group.

C. If I lease my vehicles to a motor carrier what do I need to do?

When the vehicle is leased, the lessee (motor carrier) is considered the operator of the vehicle. The lease should include the facts that the leased equipment is to be used solely by the lessee during the time of the lease and that the lessee controls the operation of the equipment including licensing, markings, insurance coverage, drivers, drivers' qualifications, drivers' hours of service and all related items to the same extent as if the lessee was the actual owner of the vehicle.

The lessee must accept responsibility to the public for any injury caused in the operation of leased equipment during the time of the lease, display appropriate vehicle markings and shall maintain and operate the leased equipment in accordance with state rules and regulations. When the lease is terminated, the lessee markings must be removed or done away with and the lease removed from the vehicle.

 

D. What application form do I need to file to pickup and deliver property (including household goods or passengers) for-hire between points in Missouri?

You will need to complete a MO-1 application form, file proof of insurance (Form E) and have systems and procedures in place to comply with the safety regulations. You must enclose $10 for each vehicle you plan to operate within this state unless fees have been paid under other authority. A carrier may mail a personal/company check made payable to the Director of Revenue. See additional question below about filing proof of insurance.

 

E. If I want to transport property or passengers for-hire across the state line, what do I need to do?

You will need to register in the Unified Registration Program in your base state as soon as it is implemented by state and federal departments of transportation. It is anticipated that UCR will begin in late spring/early summer 2007.

F. What are the minimum insurance requirements to operate for-hire?

The minimum levels of bodily injury and property damage are:

  • Intrastate Passenger Service
    1. Twelve passenger or less capacity: $100,000 for injury or death of one person; $300,000 for any one accident; $50,000 property damage for any one accident;
    2. More than twelve passenger capacity: $100,000 for injury or death of one person; $500,000 for any one accident; $50,000 property damage for any one accident;
  • Intrastate Property-Nonhazardous - $100,000 for injury or death of one person; $300,000 for any one accident; $50,000 property damage for any one accident.
  • Intrastate Property-Hazardous - $5,000,000 (this limit applies only to vehicles with a gross vehicle weight rating of 10,000 pounds or more.) For purposes of determining insurance requirements under this category, "hazardous" means:
    1. Hazardous substances, as defined in 49 CFR 171.8 transported in cargo tanks, portable tanks or hopper-type vehicles with capacities in excess of 3,500 water gallons;
    2. Any quantity of Class 1.1, 1.2, or 1.3 explosives;
    3. Any quantity of Class 2.3 Hazard Zone A;
    4. Any quantity of Class 6.1, Packing Group I, Hazard Zone A; Class 7 radioactive materials in highway route controlled quantities as defined in 49 CFR 173.455;
    5. Class 2.1 and 2.2 gases in tanks with capacities in excess of 3,500 water gallons.
  • Intrastate Property-Hazardous - $1,000,000 (this limit applies only to vehicles with a gross vehicle weight rating of 10,000 pounds or more); Oil listed in 49 CFR172.101; and hazardous waste, hazardous materials and hazardous substances defined in 49 CFR 171.8 and listed in 19 CFR181.101, but not mentioned directly above or below the hazardous listings.
  • Intrastate Property-Hazardous - $5,000,000; Hazardous substances, as defined in 49 CFR 171.8 transported in cargo tanks, portable tanks or hopper-type vehicles with capacities in excess of 3,500 water gallons; any quantity of Class 1.1, 1.2, or 1.3 explosives; any quantity of Class 2.3 Hazard Zone A; and quantity of Class 6.1 Packing Group I, Hazard Zone A; Class 7 radioactive materials in highway route controlled quantities as defined in 49 CFR 173.455; and Class 2.1 and 2.2 gases in tanks with capacities in excess of 3,500 water gallons.

G. What form must be filed for proof of insurance?

A Form E (Bodily Injury and Property Damage Certificate Insurance) or a Form G (Uniform Motor Carrier Bodily Injury and Property Damage Surety Bond) must be filed for for-hire intrastate hauling and for motor carriers authorized as a hazardous waste transporter and housemovers.

H. Are there any special insurance requirements for household goods carriers and housemovers?

Yes. Intrastate Household Goods operators and housemovers must file proof of cargo insurance in addition to bodily injury and property damage insurance using one of the following forms submitted by the insurance company:

  • Form H, Uniform Motor Carrier Cargo Certificate of Insurance; or
  • Form J, Uniform Motor Carrier Cargo Surety Bond.

The minimum level of cargo insurance is as follows: Loss or damage to property carried on any one motor vehicle - $2,500, and loss or damage to or aggregate or losses or damages of or to, property occurring at any one time and place - $5,000.

I. As an intrastate only carrier, once I am registered is there anything I have to do annually?

Every year intrastate only carriers are required to obtain a regulatory license or credential and pay a fee of $10.00 per vehicle. This credential is valid for the following calendar year January 1 to December 31. There are three types of credentials issued upon payment of the fee.

Stickers - Carriers operating wholly within Missouri are required to display a decal on the door of the vehicle.

The type of credential you will be required to display will depend on the type of authority held and the state of your principal place of business. The state of Missouri has a reciprocity agreement with several states where the interstate fee is waived. Please review the B-1 form for the listing of reciprocity states. If the per vehicle fee has been waived for interstate operations under reciprocity agreements, you must pay the per vehicle fee for operating in intrastate commerce. Only $10.00 per vehicle will be charged for Missouri operations no matter what type of authority is held.

J.  How do I apply for my annual sticker?

To order stickers, you must submit a credentials request (B-1R Form). This form can be found on the MCS Forms and Manuals page.

 

K. Are any special vehicle markings required?

Motor carriers operating vehicles exclusively in interstate commerce on the public highways in Missouri under a certificate or permit issued by FMCSA shall comply with the vehicle identification and marking requirements as published in Title 49, Code of Federal Regulations, part 1058.

Carriers operating vehicles in Missouri in both interstate commerce under FMCSA authority and intrastate commerce under a certificate or permit issued by this Agency may comply with FMCSA requirements only and are not required to add any special markings for Missouri.

Vehicles used exclusively in the transportation of interstate exempt commodities shall display markings on both sides of each vehicle operated under its own power, which shall state the name or trade name of the motor carrier, and either the certificate or permit number assigned by this Agency or the carrier's valid identifying number issued by the United States Department of Transportation.

Motor carriers of passengers in intrastate commerce only operating vehicles having a capacity of twelve (12) passengers or less, excluding the driver, may display on the vehicle's rear bumper, rear window or otherwise on the rear of the vehicle, the certificate or permit number assigned by this Division, in figures not less than two inches (2") in height.

Motor carriers of property in intrastate commerce only shall display markings on both sides of each vehicle operated under its own power on the public highways, under a certificate or permit issued by this agency, which states the name or trade name of the motor carrier and the certificate or permit number assigned by this Agency. In addition, every motor vehicle operated by a motor carrier under a lease shall include in these markings, above the carrier's name, the words "Leased To" or "Operated By." If a carrier has elected to license the trailer of a tractor-trailer combination, the markings also shall be displayed in the same manner on the trailer. These markings shall be in letters and figures in sharp color contrast to the background, and shall be of sizes, shapes, colors and materials which are readily legible during daylight hours from a distance of fifty feet (50') while the vehicle is not in motion and will be in the following form:

"Leased To
(Insert name or trade name of carrier)
D.O.T. Mo. No. (insert certificate or permit number)";

The markings shall be made of paint or other reasonably permanent materials, and shall not be made of pencil, chalk or other substances which are easily erased. The motor carrier may use removable devices to display the prescribed markings, if they meet the identification and legibility requirements of rule 4 CSR 265.025 and are designed not to detach from the vehicle during normal operation.

L. I am a private carrier hauling only my own goods in and through the state of Missouri. Do I need to register private carriage authority with your state?

Private carriers hauling intrastate do not need to register.

Private carriers involved in interstate commerce will need to register under the Uniform Carrier Registration plan once it is established.  It is anticipated that the program will begin in the late spring/early summer of 2007.

 

M. Do I pay sales tax on the purchase of new or used equipment if I hold a registration or authority to operate between points in Missouri only and I am not leased to an interstate carrier?

Yes.

 

N. Do I pay sales tax on the purchase of new or used equipment if I have interstate authority?

Missouri sales/use tax shall not be assessed on any commercial motor vehicle licensed for a gross weight of (24,000) twenty-four thousand pounds or more or trailer which is used by a common carrier solely in the transportation of persons or property in interstate commerce. To qualify for the tax exemption on the purchase of a motor vehicle or trailer, the following requirements must be met:

  1. You must be a common carrier engaged in interstate commerce. The tax exemption does not apply to contract carriers or common carriers engaged only in intrastate commerce;
  2. The authority to operate as a common carrier must be in effect prior to the purchase date of the motor vehicle or trailer;
  3. The motor vehicle must be licensed for a gross weight of 24,000 pounds or more, or if a commercial bus is involved in interstate commerce, it must be licensed to carry at least eight or more passengers; and,
  4. If the motor vehicle/trailer is owned by a common carrier, the owner must present a copy of his Certificate of Authority to Operate as a Common Carrier issued by the United States Interstate Commerce Commission or Federal Highway Administration at the time application for title is made.
    1. If the common carrier transports exempt commodities, the owner must present a copy of his Interstate Permit issued by the Motor Carrier Services or the Missouri Public Service Commission which indicates that the commodities hauled by the carrier in interstate commerce are exempted under the provisions of the Interstate Commerce Act.
    2. If the owner is not a common carrier but leases to a common carrier, the owner must present a copy of the lessee's certificate of authority and a copy of the lease agreement.

O. If I trade my vehicle what do I have to do?

The sticker can remain with the vehicle or it can be removed and a replacement sticker requested. In order to replace the sticker, you must complete an affidavit and attach the old, removed sticker to the affidavit. If you have a question about any credential, please call (573) 751-7100.

P. If I wreck a vehicle, can I get a replacement sticker for my vehicle?

If a sticker becomes damaged or worn, a replacement may be obtained by returning as much of the sticker as possible including the serial number portion along with a $1.00 fee. An affidavit form must be completed and returned with the damaged decal to MoDOT Motor Carrier Services.

Unified Carrier Registration (UCR)

A. Who is subject to UCR? 
Any motor carrier that operates in interstate commerce or operates in the United States - even if they are based in Canada or Mexico - is subject to UCR.  This includes motor carriers for hire, motor private carriers, brokers, freight forwarders and leasing companies.

B. Are Missouri carriers required to file for UCR in other states? 

No. MoDOT is pleased to announce that legislation passed in 2008 that allows us to process these applications for you as your base state.  Applications sent to other states will be returned to you. 

C. How do I file with Missouri?

D. Where does MCS get the number of commercial motor vehicles on my renewal form? 

The information is taken from the number of commercial motor vehicles listed on the last MCS-150 form you submitted with the Federal Motor Carrier Safety Administration (FMCSA). Beginning with UCR 2010, the number of commercial motor vehicle power units determines which bracket applies. If this number is incorrect, you must refile an MCS-150 before submitting a UCR form. You can update online at:

E. Can Missouri-based carriers, brokers, leasing companies and freight forwarders still register at the national Web site?

Yes. Carriers with Internet access and a credit card or e-check can use www.UCR.in.gov. Remember to indicate that your base state is Missouri.

No.You are not required to carry any proof of compliance in the vehicle. You can carry the receipt for payment of the fees if you choose.

A. How can I apply for permits on-line?

If you have an escrow account, you can apply for permits on-line. No more time spent waiting on hold. All you need to do is complete the Escrow Fax Agreement Form, obtain a userid assigned by Motor Carrier Services, and a tel-net client software available from the internet. This service allows you to order permits, check your account balance and see all activities in your account. B. What is legal in Missouri?

Width -- 8 feet on all Missouri highways. The exceptions are on interstates, the designated highway system or within 10 air miles of these where the legal width is 8 feet 6 inches.

Height -- 13 feet 6 inches on all Missouri highways. The exceptions are on interstates, the designated highway system or within 10 air miles of these where the legal height is 14 feet.

Weight -- 80,000 lbs. (40 tons) on Missouri highways. However, there are bridges posted for less than 40 ton on state highways. All bridge load postings must be complied with.

Length -- There is no overall length restriction for a tractor / semi-trailer combination on interstate and the designated highway system or within 10 air miles of these. However, in a tractor / semi-trailer combination, the trailer including load cannot exceed 53 feet.

When more than 10 miles from interstate or designated highway system, a tractor / semi-trailer combination may not exceed an overall length of 60 feet. Legal length for single unit is 45 feet.

Missouri requires written application for superload permits and are only issued through the Support Center. Turnaround time is approximately two weeks. Once the application is received in the Support Center Permit Office, a structure analysis and feasibility study is done to ensure that bridges and roadways can withstand the load capacity before issuance.
