MoDOT, in cooperation with the City of Harrisonville and the Highway 71/291 Partners in Progress
Transportation Development District (TDD), is working on design plans to widen Route 291 between just north of South Walmart Drive and Waters Road.


Why is MoDOT doing this project?

oDOT in a partnership with the City of Harrisonville and The Highway 71/291 Partners in Progress Transportation Development District (TDD) are making changes to Route 291. Phase one for this project consists of constructing a new Diverging Diamond Interchange at Route 291 and I-49 in Harrisonville. Phase two will rebuild Route 291 from just north of South Walmart Drive to Waters Road.

Phase two: Widening plans for Route 291
The proposed improvements will reconstruct Route 291 between South Walmart Drive and Waters Road and widen the roadway to three lanes.

  • Two driving lanes
  • One dedicated center turn lane along the length of the project area

Initially, the plans were to widen Route 291 to five lanes from South Walmart Drive to Waters Road. Due to budget constraints, the design plans have been changed to allow the city and MoDOT to construct a project that fit the current budget, while continuing to make safety improvements in the area.

What is the project timeline?
The project is being built in two separate phases.

Phase one is currently in construction, and all work is on schedule to be done by summer 2016.

Schedule for phase 2: Widening Route 291 from two to three lanes:

  • Starting right of way acquisition
  • Utility relocation will begin later this year
  • Letting January 2017
  • Construction will begin as early as spring 2017, and expected to be completed by the end of 2017.

How is the project funded?
The project is being funded primarily through two sources. The first source is a one-cent sales tax levied by local business owners participating in the local TDD. The second source is funds awarded through the MoDOT Cost Share Program with the City of Harrisonville.

The TDD is managed by a Board of Directors. The
Board is comprised of Directors elected by the members as well as representatives from the City of Harrisonville and MoDOT.
